Select Manage rows, from the drop down box select the location, then enter the name or number for the row and then click the grey box to save the row. The location will not appear on the Rackspace page until a Row is added to it. Repeat this as needed to add all the locations.

Select Manage locations, type the name of the location you wish to add and then click the grey box to save this location.
